good question - I think a lot of differing technologies came together at the same time to make typically "web 2.0" applications and services possible. The emphasis of Web 2.0 is sharing and social community using the web as a platform. Tim Oreilly I suppose might be considered the guy who came up with the term "Web 2.0" but there are many independent driving forces that brought it together.
