What is the definition of Web 2.0?
This is an informal title given to web "experience" portals that allow more interactivity for users. Sites that allow you to personalize settings, upload your own files, share files, etc. are examples of Web 2.0. Commercial viability depends completely on the business model you are trying to support. The most pervasive commercial application is to sell advertising space on your interactive website. But I've heard of more creative endeavors that include creating avatars that can actually buy avatar clothing, accessories, designer looks, cars, etc. for real dollars, giving the users the ability to live vicariously through their avatar.

As for making it commercially viable, there are many people attempting to do just that. Likely to be the same people that got carried away with the 90's web bubble hype and created a flurry of websites that flopped catastrophically.
